GMP for Cosmetic Products

As previously reported in our News "FDA Stops Voluntary Cosmetic Registration Program", the agency has stopped accepting submissions to the Voluntary Cosmetic Registration Program (VCRP) effective March 27, 2023.  

Now the FDA published a YouTube webinar on the Modernization of Cosmetics Regulation Act of 2022. It outlines the requirements mandated by the act, also known as MoCRA, and the current steps FDA is taking to implement the requirements.

In addition, the FDA will be hosting a virtual public meeting on Good Manufacturing Practices (GMP) for Cosmetic Products on 1 June 2023. According to the agency, the purpose of the listening session is to consult cosmetics manufacturers, including smaller businesses and contract manufacturers, consumer organizations, and other experts to inform about the agency´s efforts to develop regulations to establish GMP for facilities that manufacture, or process, cosmetic products distributed in the United States.

Questions regarding GMP related Topics

  • Are there any national or international standards (e.g., ISO standard 22716:2007, so-called "Cosmetics GMP") available and to what extent would it be practicable for GMP regulations for cosmetic products to be consistent with such standard?  
  • What constitutes sufficient flexibility within GMP for cosmetic products to ensure regulations are practicable for all sizes and types of facilities to which such practices may apply?  
  • What constitutes simplified GMP requirements for cosmetic products for smaller businesses to ensure regulations do not impose undue economic hardship?
  • What are the appropriate timelines for GMP compliance?
